In reference to the ongoing issue with the unresponsive domain provider Ru-Center, I wanted to share some advice on how to tackle domain registrars that are not cooperating or responding to abuse complaints.
As some of you may know, we can report them to ICANN, as their lack of response potentially violates the Accredited Registrar Agreement. However, drafting a complaint to ICANN can be time-consuming, which is why we’ve prepared a template to make this process easier for you.
Here’s the template you can use:
Dear ICANN Compliance Team,
I am writing to bring to your attention a serious issue with [Registrar’s Name], an ICANN-accredited domain registrar. Despite multiple attempts to contact them regarding abuse complaints, I have received no response, which I believe is in violation of the ICANN Accreditation Agreement.
As per my understanding of the ICANN Accreditation Agreement, specifically referring to the 2013 RAA, Section 3.18, accredited registrars are required to “take reasonable and prompt steps to investigate and respond appropriately to any reports of abuse.” However, [Registrar’s Name] has failed to do so, despite repeated attempts to bring the issue to their attention.
The domain(s) in question are [Domain Name(s)], which have been involved in [describe the nature of the abuse]. I have documented evidence of the abuse and my attempts to contact [Registrar’s Name], which I am prepared to provide if necessary.
I kindly request that ICANN investigate this matter and take appropriate action to ensure that [Registrar’s Name] complies with the ICANN Accreditation Agreement. The lack of response to serious abuse complaints is a matter of concern, and I believe it is in the best interest of the internet community that this issue is addressed promptly.
